Conservation of the Prison Precinct

Ensure all Conservation work is in accord with the conservation plan: Kerr, J.S., "Fremantle Prison. A Policy for its Conservation” and the articles of the Burra Charter.

Work with the Community, Local, State and Federal governments, Heritage Council and Precinct users to retain the integrity of the Prison Precinct.

Review current conservation policy and procedure documents.

Establish and maintain a maintenance program for the Prison Precinct.

Implement standards of excellence in conservation practise.

 
   
Interpretation of the Prison Precinct

Provide high quality interpretation that explores issues relating to the Prison Precinct and imprisonment in WA, including changes over time, social and spiritual aspects, political and economic influences and significance of the Prison Precinct to minority groups.

Provide interpretation of the process of conservation and use over time.

Develop policies and procedures to enhance, manage and care for the Fremantle Prison collection.

Establish and monitor standards of interpretation for the Tourist Operator.

 
Attracting Visitors to the Prison Precinct

Provide a range of resources reflecting the history and culture of the Prison Precinct.

Ensure the prison is promoted widely in Australia and overseas.

Ensure the Prison Precinct retains its prison identity. Promote the Prison Precinct as an essential part of a Fremantle experience.

Ensure Gatehouse use facilitates a range of visitor experiences.

Work with local groups to promote the Prison Precinct as a community facility.

Promote the Prison Precinct as a preferred venue for entertainment and recreation.

 
Using the Prison Precinct as an Educational Resource

Promote the Prison Precinct as a centre of research in areas related to conservation, interpretation and management of a heritage site.

Provide an education centre with relevant resource information and activities for use by schools, tertiary institutions and the general public.

Deliver a range of public programs and education.

 
Attracting Compatible Uses

Establish compatible uses that support and complement existing activities within the Precinct, and at all times support the overall objectives of the Prison Precinct.

Develop a Capital Works Program to enable the provision of: disabled access to significant parts of the Prison Precinct access for the public to the reservoir and tunnels.

Develop a Capital Works program to provide for improvement to the Gatehouse and Courtyard areas in general.

 
Integrating the Prison Precinct into Fremantle

Work with the Fremantle City Council to integrate the Prison Precinct into the physical and social fabric of the city.

Encourage community involvement in the Prison Precinct.

Make the grounds of the Prison Precinct freely accessible to the community.

 
Best Practice in Heritage Management and Financial Planning

Establish Fremantle Prison Precinct as a model for the management of cultural and heritage sites.

Develop a management strategy that provides for both long and short term objectives, which optimise revenue opportunities in line with objectives.

Establish a sound financial base, including systems appropriate to the Prison Precinct.

Develop a mechanism to enable sponsorship of projects.

Actively seek funds to ensure the conservation, interpretation and future use of the Prison Precinct from the Local, State, and Federal governments and private funds.

 
Working Actively to achieve World Heritage Listing

Identify the requirement for World Heritage Listing.

Work with the community, Local, State and Federal governments and the Heritage Council to promote the Prison Precinct as part of a serial listing of convict sites for World Heritage Listing.

Ensure the Strategic Plan incorporates the elements required to obtain World Heritage Listing.
